Since Monday, 19 January 2026, the Institut Halieutique et des Sciences Marines (IH.SM – University of Toliara) has had the honor of welcoming Mr. José Luiz Moutinho, Nations Enablement Director of the OceanQuest Foundation, and Mr. Roger Mayer, Head of Missions of OceanX, as part of a courtesy and working visit dedicated to the preparation of future deep-sea oceanographic research projects in Madagascar.

OceanQuest is a philanthropic organization based in Saudi Arabia, while OceanX is also a philanthropic organization, headquartered in New York and Singapore.

This visit represents a key milestone in strengthening a long-term scientific partnership, initiated following the success of a first oceanographic mission conducted in 2025. It aims to consolidate a shared vision grounded in scientific excellence, the public value of the data produced, and their direct contribution to Madagascar’s national priorities.

A Scientific Ambition Focused on Deep-Sea Knowledge

Scientific discussions helped refine research perspectives on deep-sea biodiversity and ecosystem functioning, particularly beyond depths of 200 meters—areas that remain largely unexplored around Madagascar. The planned research seeks to improve understanding of the distribution of deep-sea species and habitats, ecological and environmental processes, and interactions between natural dynamics and anthropogenic pressures, within the broader context of global change.

Special attention was given to the capabilities offered by the research vessel OceanXplorer, one of the most modern and sophisticated oceanographic research vessels in the world. Measuring 87 meters in length, the vessel is equipped with two manned submersibles, each capable of carrying three people—including researchers—to depths of approximately 1,000 meters, as well as remotely operated vehicles (ROVs) designed for deep-sea exploration and a helicopter for megafauna studies. The vessel also hosts state-of-the-art onboard laboratories, notably for environmental DNA (eDNA) analysis, and a dedicated media platform for education and the dissemination of scientific knowledge to the public and decision-makers. OceanXplorer focuses primarily on the deep ocean, the least explored regions of the world’s seas.

A Project Designed and Led by Malagasy Scientists

A fundamental principle was clearly reaffirmed during this visit: research projects are designed by Malagasy scientists, in direct response to the country’s priorities and needs. Scientific leadership of the work will be ensured by Malagasy researchers, with strong involvement of graduate and early-career researchers, within a framework of research-based training, skills transfer, and long-term strengthening of national scientific sovereignty.

The project will be implemented in close collaboration with the Centre National de Recherche Océanographique (CNRO), with the aim of reinforcing national scientific coordination, ensuring complementarity of expertise, and facilitating the integration of results into existing research and management frameworks.

Research Valorization and Field Visits in Toliara

During their stay in Toliara, the partners visited the research infrastructures of IH.SM, including laboratories (Microbiology, Marine Molecular Biology, Materials Testing and Analysis) and scientific support facilities such as the National Oceanographic Data Center (CNDO). They also engaged in discussions with research teams and students. Several scientific seminars and working sessions were organized to discuss project orientations, proposed methodologies, and medium- and long-term collaboration perspectives.

Field visits also highlighted concrete examples of research valorization that have led to tangible socio-economic outcomes. These included private initiatives resulting from more than fifteen years of applied research, such as sea cucumber production at the Indian Ocean Trepang hatchery and spirulina farming at the facility of Dr. Ravelo Vololonavalona, illustrating the potential of scientific research to directly support local development, job creation, and innovation.

In addition, institutional courtesy visits were conducted in Toliara with the Interim Region Chief of Atsimo Andrefana, the President of the University of Toliara, and the Deputy Mayor of the City, providing opportunities to present the scientific initiative, discuss its territorial benefits, and reinforce the local anchoring of this international collaboration.

Scientific Coordination Led by IH.SM

The reception and coordination of this visit were ensured by the IH.SM leadership and research team, led by Prof. Gildas Todinanahary, Director of the Institute. Scientific and technical discussions were conducted in close collaboration with Dr. Aina Ledon Nomenisoa, who is in charge of the project within the National Oceanographic Data Center (CNDO), ensuring the integration, management, and national-level valorization of the data produced.

The scientific leadership of the future oceanographic cruise will be assumed by Dr. Paubert Mahatante, who will serve as Principal Investigator (PI) of the project. This organizational structure reflects IH.SM’s clear commitment to leading international-scale research projects while consolidating a strong, structured, and inclusive national scientific governance. Several other researchers, as well as a significant number of student-researchers, will also participate in these explorations and their subsequent scientific outputs.

High-Level National Institutional Dialogue

Given the national scope and the regional and international potential of this initiative, the visit also included a series of high-level institutional meetings in Antananarivo. The delegation met in person with the supervising ministers, notably the Minister of Higher Education and Scientific Research, Prof. Ravonimanantsoa Ndaohialy Manda-Vy, the Minister of Fisheries and Blue Economy, Mr. Jaco Chan Kit Wai, and the Minister of Environment and Sustainable Development, Mr. Michael Manesimana.

For the Ministry of Foreign Affairs, the delegation was received by the Secretary General, Ms. Razanadrasoa Leontine, as the Minister was on mission at the time of the visit. These exchanges provided an opportunity to present the project’s scientific objectives, its potential benefits for Madagascar, and its alignment with national priorities related to sustainable marine resource management, access to scientific data, and evidence-based decision-making. The authorities emphasized the strategic importance of such international collaborations, particularly in a context where the availability and accessibility of ocean data are crucial for planning and public policy development. Indeed, the ultimate objective of oceanographic campaigns is to fill critical data gaps, which constitute essential decision-making tools for national leaders in advancing Madagascar’s blue economy.

A National Momentum Favorable to Research Valorization

This initiative is part of a particularly favorable national context for the valorization of research outcomes, marked by the signature, on 21 January 2026, of an interministerial agreement aimed at promoting talents, skills, and innovations arising from scientific research. This momentum explicitly encourages the development of bridges between science, public decision-making, and entrepreneurship, and reinforces the role of research as a central lever for sustainable development and economic sovereignty in Madagascar.

Through this collaboration with OceanX and OceanQuest, implemented in coordination with the CNRO and relevant national structures, IH.SM reaffirms its commitment to positioning Madagascar as a credible and proactive scientific actor in the knowledge and management of the Indian Ocean, while contributing to capacity building and transforming research into tangible impact for the country.

Depuis lundi 19 janvier 2026, l’Institut Halieutique et des Sciences Marines (IH.SM – Université de Toliara) a l’honneur d’accueillir M. José Luiz Moutinho, Nations Enablement Director de la OceanQuest Foundation, et M. Roger Mayer, Head of Missions de OceanX, dans le cadre d’une visite de courtoisie et de travail consacrée à la préparation de futurs projets de recherche océanographique en eaux profondes à Madagascar. Ocean Quest est une organisation philanthropique basée en Arabie Saoudite et OceanX, également une organisation philanthropique, basé à New York et Singapour.

Cette visite constitue une étape structurante dans le renforcement d’un partenariat scientifique de long terme, engagé à la suite du succès d’une première mission océanographique conduite en 2025. Elle vise à consolider une vision commune fondée sur l’excellence scientifique, l’utilité publique des données produites et leur contribution directe aux priorités nationales de Madagascar.

Une ambition scientifique centrée sur la connaissance des grands fonds marins

Les échanges scientifiques ont permis d’approfondir les perspectives de recherche sur la biodiversité et le fonctionnement des écosystèmes marins profonds, en particulier au-delà de 200 mètres de profondeur, zones encore largement méconnues autour de Madagascar. Les travaux envisagés ambitionnent de mieux comprendre la distribution des espèces et des habitats profonds, les processus écologiques et environnementaux, ainsi que les interactions entre dynamiques naturelles et pressions anthropiques, dans un contexte de changement global.

Une attention particulière a été portée aux capacités offertes par le navire OceanXplorer, l’un des bateaux de recherche océanique les plus modernes et plus sophistiqués au monde. Long de 87 mètres, ce navire est équipé de deux sous-marins habités pouvant chacun embarquer trois personnes, dont des chercheurs, jusqu’à environ 1 000 mètres de profondeur, ainsi que de robots sous-marins (ROV) capables d’explorer les grandes profondeurs et d’un hélicoptère pour les études de la megafaune. Il dispose également de laboratoires embarqués de dernière génération, notamment pour l’analyse de l’ADN environnemental (eDNA), et d’un dispositif média dédié à l’éducation et à la diffusion des connaissances scientifiques auprès du public et des décideurs. OceanXplorer s’intéresse surtout aux profondeurs marines, les zones les moins connues de l’océan.

Un projet conçu et dirigé par des scientifiques malgaches

Un principe fondamental a été clairement réaffirmé au cours de cette visite : les projets de recherche sont conçus par des scientifiques malgaches, en réponse directe aux priorités et besoins du pays. La direction scientifique des travaux sera assurée par des chercheurs malgaches, avec une implication forte des étudiants-chercheurs, dans une logique de formation par la recherche, de transfert de compétences et de renforcement durable de la souveraineté scientifique nationale.

Le projet sera mis en œuvre en étroite collaboration avec le Centre National de Recherche Océanographique (CNRO), afin de renforcer la coordination scientifique nationale, d’assurer la complémentarité des expertises et de favoriser l’intégration des résultats dans les dispositifs de recherche et de gestion existants.

Valorisation de la recherche et visites de terrain à Toliara

Durant leur séjour à Toliara, les partenaires ont visité les infrastructures de recherche de l’IH.SM, notamment les laboratoires (Microbiologie, Biologie moléculaire marine, Test analyses des matériaux) et dispositifs d’appui scientifique (le Centre National de Données Océanographiques) , et ont échangé avec les équipes de recherche et les étudiants. Plusieurs séminaires scientifiques et séances de travail ont été organisés afin de discuter des orientations du projet, des méthodologies envisagées et des perspectives de collaboration à moyen et long termes.

Des visites de terrain ont également permis de mettre en lumière des exemples concrets de valorisation de la recherche, ayant conduit à des retombées socio-économiques tangibles. Parmi celles-ci figurent notamment des initiatives privées issues de plus de quinze années de recherche appliquée, telles que la production de concombres de mer, au niveau de l’écloserie de Indian Ocean Trepang et la culture de spiruline à la ferme du Dr Ravelo Vololonavalona, illustrant le potentiel de la recherche scientifique à contribuer directement au développement local, à la création d’emplois et à l’innovation.

Par ailleurs, des visites de courtoisie institutionnelles ont été effectuées à Toliara auprès du Chef de Région par intérim de l’Atsimo Andrefana, du Président de l’Université de Toliara et de l’Adjoint au Maire de la Ville, afin de présenter la démarche scientifique, d’échanger sur ses retombées territoriales et de renforcer l’ancrage local de cette collaboration internationale.

Une coordination scientifique assurée par l’IH.SM

L’accueil et la coordination de cette visite ont été assurés par l’équipe de direction et de recherche de l’IH.SM, conduite par Pr Gildas Todinanahary, Directeur de l’Institut. Les échanges scientifiques et techniques ont été menés en étroite collaboration avec Dr Aina Ledon Nomenisoa, en charge du projet au sein du Centre National de Données Océanographiques (CNDO), garantissant l’intégration, la gestion et la valorisation des données produites au niveau national.

La direction scientifique de la future croisière océanographique sera assurée par Dr Paubert Mahatante, qui interviendra en tant que Principal Investigator (PI) du projet. Cette organisation reflète la volonté affirmée de l’IH.SM de porter des projets de recherche d’envergure internationale tout en consolidant une gouvernance scientifique nationale forte, structurée et inclusive.

Plusieurs autres chercheurs et surtout des étudiants chercheurs participeront également à ces explorations et leur suite.

Un dialogue institutionnel national de haut niveau

Compte tenu de l’envergure nationale, et du potentiel régional et international, de cette initiative, la visite s’est également traduite par une série de rencontres institutionnelles de haut niveau à Antananarivo. La délégation a été reçue en personne par les ministres de tutelle, notamment le Ministre de l’Enseignement Supérieur et de la Recherche Scientifique, Prof Ravonimanantsoa Ndaohialy Manda-Vy, le Ministère de la Pêche et de l’Économie Bleue, Mr Jaco Chan Kit Wai, ainsi que le Ministère de l’Environnement et du Développement Durable, Mr Michael Manesimana.

Pour le Ministère des Affaires étrangères, la délégation a été reçue par Mme La Secrétaire générale, Mme RAZANADRASOA Leontine, la Ministre étant en mission au moment de la visite. Ces échanges ont permis de présenter les objectifs scientifiques du projet, ses retombées potentielles pour Madagascar et son alignement avec les priorités nationales en matière de gestion durable des ressources marines, d’accès aux données scientifiques et de prise de décision fondée sur la connaissance. Les autorités ont souligné l’importance stratégique de telles collaborations internationales, en particulier dans un contexte où la disponibilité et l’accessibilité des données océaniques sont cruciales pour la planification et les politiques publiques. En effet, l’ultime objectif des campagnes océanographiques est de combler les manques de données qui sont les principaux outils de décision pour nos Dirigeants pour le développement de l’économie bleue à Madagascar.

Une dynamique nationale favorable à la valorisation de la recherche

Cette initiative s’inscrit dans un contexte national particulièrement favorable à la valorisation des résultats de la recherche, marqué par la signature, le 21 janvier 2026, d’une convention interministérielle visant à promouvoir les talents, les compétences et les innovations issues de la recherche scientifique. Cette dynamique encourage explicitement le développement de passerelles entre science, décision publique et entrepreneuriat, et renforce la place de la recherche comme levier central du développement durable et de la souveraineté économique de Madagascar.

À travers cette collaboration avec OceanX et OceanQuest, mise en œuvre en coordination avec le CNRO et les structures nationales concernées, l’IH.SM réaffirme son engagement à positionner Madagascar comme un acteur scientifique crédible et moteur dans la connaissance et la gestion de l’océan Indien, tout en contribuant à former les compétences nationales et à transformer la recherche en impact concret au service du pays.
